FW: (U) Interest in a discussion about COV SARS2 and gain of function research

The most substantive record in Part 3. A single-line forward sent during the declassification review period, sitting on top of a March 2020 chain that captures the intelligence community working through the laboratory hypothesis in real time.
The 2026 covering note reads in full: "The IC took direction straight from NIH .... the people that funded the Wuhan Lab.... A complex web of money and politics influencing analysis." Attached beneath it are the Nature Medicine proximal-origin paper and the NIH blog post summarising it.
20 March 2020, 2:02 PM — the chain opens with a DOE-IN colleague, newly on a three-year appointment elsewhere, asking to discuss spike-protein manipulation and mentioning a colleague who has put together an analysis.
20 March, 6:54 PM — an NIC technical officer answers at length and sets the bar: "I’ve been tracking this pretty closely in the literature, and would advise to set a very high threshold for any GOF interpretation as an origin of SAR COV-2." He concedes the furin cleavage site appears consistent with a gain-of-function modification, but points to co-circulating strains recombining, the same amino acid sequence in regionally co-located bat hosts, and phylogenetic evidence that the site is an adaptation hot spot undergoing a high degree of homoplasy.
The same message contains the release’s most candid single line on the question: "To be honest - I cannot imagine the Chinese NOT doing this type of research, but an escaped P3+/P4 LAI would be extraordinary." It closes: "I think the IC needs to be very thorough with this analysis."
23 March, 2:54 PM — State Department INR asks the group for the underlying evidence: "Some of our policymakers have heard from a specific person at MITRE claiming the virus is genetically engineered - but we haven’t seen any specific analysis supporting the claim."
23 March, 3:42 PM — a colleague reports having convened a group of cleared virologists weeks earlier to review the open-source material, with a follow-on delayed by travel restrictions, and offers to reconvene.
