RE: Covid origins - Dr. Fauci recommendations
Provenance: Five-message chain, 12–14 July 2021 · participants include the ODNI Chief of Staff, Alan S. Macdougall, Morgan Muir, and the officer leading the 90-day study.
An internal disagreement over whether the intelligence community should act on Dr. Fauci’s suggestions about which outside scientists to consult for the President’s 90-day origins study. The chain runs from the initial recommendation through a pointed objection to a firm push-back in favour of following up.
12 Jul, 2:50 pm — The ODNI Chief of Staff writes to Alan S. Macdougall, copying Morgan Muir, attaching the article Fauci had highlighted the week before and naming three coauthors (redacted) whose views he thought particularly important. Notes the COVID report rollout was to be discussed Friday at the IC Weekly.
12 Jul, 3:14 pm — Macdougall forwards it onward as awareness from the previous week’s IC Weekly Update.
13 Jul, 9:05 pm — The officer leading the IC’s 90-day POTUS origin study writes to the group: one of the recommended coauthors is already on the consulted SME list, the other two are not, and with 43 days left before the final paper is due to the President any outreach needs to happen immediately.
14 Jul, 4:00 am — A reply questions the premise, asking whether the NIC should weigh taking a policymaker’s recommendations on who to consult for an IC study, particularly given the strong views held on the subject and public statements about their own conclusions.
14 Jul, 3:12 pm — The final message pushes back: given Fauci’s background they would absolutely like to follow up, since in this case he is not a policymaker but a subject-matter expert who probably knows better than most who the real coronavirus experts are.
